    To help you figure things out, there is a Scoop Admin Guide which can hopefully answer most of your questions.

    Some tips:

    • Most of the layout is changed in "Blocks", found in the admin tools menu
    • Features can be turned on and off, and configured, in "Site Controls" in the admin tools menu
    • Stories have an "edit" link right beside the "Full Story" link on an index page, and right beside the "Post a Comment" link on the full story page. They can also be edited by clicking the story title in the "Story List" admin tool
    • Boxes are what allow you to write new features for Scoop; they require a knowledge of the perl programming language to work with effectively, although you can often make small changes without knowing much perl. If you would like a feature added but cannot program it yourself, ScoopHost does custom Scoop programming as one of its services.
    • If you aren't sure where to look for a particular feature or piece of display, try the "Search Admin Tools" link in the admin tools menu.

    Michigan voters could face a May 7 vote on how they want to pay for billions of dollars in road and bridge repairs in the next few years.

    A key lawmaker has put forward a plan under which voters would be asked to choose between a legislative plan to hike fuel taxes and vehicle registration fees, or a second option that would involve a 2-percentage-point increase in the state's 6% sales tax.

    The statewide vote would be premised on the gas tax increase and vehicle registration hike already getting approved in the Legislature. So choosing neither would not be an option.

    It appears the Rick Nerdholm push-back in the Senate is finally start to happen.  Senator Jack Brandenburg-R has introduced SB 906 that if passed, will place the State Income Tax rollback again on its proper course.

    State House Speaker Jase Bolger, R-Marshall, said Friday that the House wants to wait until after a U.S. Supreme Court ruling on President Barack Obama's federal health reforms to decide its next steps on the exchange.

    "The governor and I are not in agreement on this issue," he said. "The rights of our citizens to control their own health care is more important than an IT (information technology) deadline."

    Michigan Attorney General Bill Schuette is supporting the legal effort to get the federal reforms declared unconstitutional.

    State Rep. Chuck Moss, R-Birmingham, who chairs the House Appropriations Committee, also said the GOP caucus doesn't want to act unless it has to.

    "We don't like Obamacare; we don't like national health care. We don't think it's good for the country; we don't think it's good for Michigan," Moss said. "We don't want to be early adopters and go down that road if we don't have to."

    Could we be witnessing Speaker Bolger growing into a leader within the Republican Party?
